Congressional Caucus Introduces Measures on Armenia, Azerbaijan
ANCA backs House measures to protect Armenia, hold Azerbaijan accountable

Members of Congress introduced six amendments to fiscal year 2027 national security legislation aimed at pressuring Azerbaijan to release Armenian prisoners of war and hostages and withdraw from Armenian territory.
The amendments, introduced by Congressional Armenian Caucus co-chairs Frank Pallone (D-NJ) and Gus Bilirakis (R-FL), along with Representatives Brad Sherman (D-CA), Gabe Amo (D-RI), and Jim Costa (D-CA), target the National Defense Authorization Act and appropriations bills.
The measures would restrict U.S. military assistance to Azerbaijan pending certification that it has released Armenian detainees, withdrawn forces from sovereign Armenian territory, protected Armenian cultural heritage in Artsakh, and ceased hostilities. The amendments come as detained Artsakh leaders approach their 1,000th day in Azerbaijani custody.
