Vanadzor Mayor's Imprisonment Raises Democratic Concerns in Armenia

A former Pasadena mayor who helped establish the city's sister city relationship with Vanadzor, Armenia has raised concerns about democratic backsliding in the partnership city. Vanadzor's elected mayor, Mamikon Aslanyan, who won a December 2021 election against the ruling party's candidate, was arrested on what observers view as politically motivated charges and imprisoned for over two years before receiving bail in July 2024. An acting mayor aligned with the central government was installed during his absence.
The case reflects a documented pattern of legal actions against opposition figures clustered around election cycles, raising questions about institutional independence. Prime Minister Nikol Pashinyan's government secured a parliamentary majority in June elections but faces scrutiny over how it exercises power against local opposition, even as Armenia navigates recovery from the 2020 war and geopolitical tensions with Russia and neighboring countries.
