Ukraine conducted multiple strikes against two major Russian oil refineries deep inside Russian territory, according to reports from Public Radio of Armenia citing the BBC. President Volodymyr Zelensky identified the targets as Bashneft-Novoil and Slavneft-Yanos refineries, stating the attacks aimed to reduce oil revenues financing Russia's military operations. The Slavneft-Yanos facility caught fire following what regional governor Mikhail Evraev described as the largest enemy drone attack in the area, with four people reported injured. Ukraine also reported attacks on Russian patrol boats and vessels in the Black Sea. In response, Russia said it targeted Ukrainian fuel, energy and transport facilities. Ukraine reported at least 11 people killed in Russian attacks, with the southern city of Kherson experiencing a complete blackout.
