PACE: Armenia’s 2026 elections offered genuine choice amid foreign pressure and electoral concerns
Armenia's June 7, 2026 parliamentary elections provided voters genuine political alternatives and were generally well-organized, according to a Parliamentary Assembly of the Council of Europe (PACE) observation report. However, the campaign was marked by significant concerns including foreign interference, political polarization, and electoral violations.
The report noted Russia's unprecedented scale of interference in a Council of Europe member state, including economic restrictions on Armenian exports and information operations. It also documented over 200 criminal investigations into vote-buying, with most targeting opposition figures, along with concerns about administrative pressure on public and private sector employees.
PACE found Armenia's media environment pluralistic but highly polarized, with bias in coverage and increased use of AI-generated content and deepfakes. Despite campaign concerns, election day itself was assessed positively by international observers.
