Over 100 members of Congress urge Rubio to withhold military aid to Baku

More than 100 members of Congress—26 senators and 75 representatives—have called on Secretary of State Marco Rubio to withhold U.S. military assistance to Azerbaijan. The bipartisan, bicameral letter, led by Senators Gary Peters and Adam Schiff and Representatives Gus Bilirakis and Frank Pallone, responds to the Trump administration's extension of a waiver on Section 907 of the FREEDOM Support Act, which restricts military aid to Baku.
Lawmakers cited Azerbaijan's sentencing of Armenian detainees, destruction of Armenian churches in Nagorno-Karabakh, and continued military occupation of Armenian territory. The letter noted that Azerbaijan's actions jeopardize prospects for lasting regional peace. In February 2026, Azerbaijan sentenced 16 Armenian political and military leaders to terms ranging from 15 years to life, drawing international condemnation.
