EU launches partnership mission to support Armenia’s resilience against evolving hybrid threats
The European Union has established the EU Partnership Mission in Armenia (EUPM Armenia) to help the country counter hybrid threats and security challenges. Formally launched April 21, 2026, the civilian advisory mission will provide strategic guidance and technical expertise to Armenian institutions addressing cyber threats, foreign disinformation, and illicit financial flows.
The non-executive mission, led by Cosmin George Dinescu, will support a whole-of-government approach through capacity building and institutional advice while respecting Armenian sovereignty and decision-making authority. It operates as part of broader EU support aimed at strengthening Armenia's resilience and democratic institutions. The mission, requested by the Armenian government, has an initial two-year mandate and will primarily deploy experts seconded from EU member states.
