EU Council appoints Head of Mission for European Union Partnership Mission in Armenia
The European Union Council has appointed Cosmin George Dinescu as Head of the newly established European Union Partnership Mission in Armenia (EUPM Armenia), effective June 11, 2026. Dinescu, a Romanian diplomat with ambassador rank and over 25 years of experience, will lead the mission for an initial one-year mandate.
EUPM Armenia was established at Armenia's request in April 2026 to enhance the country's resilience and crisis management capabilities. The mission will provide strategic and operational support to address cyber-attacks, foreign information manipulation, and illicit financial flows.
Dinescu previously served as the first head of the EU Partnership Mission in Moldova, where he guided establishment of the EU's first civilian crisis management mission focused on hybrid threats. EUPM Armenia is the second such civilian mission for the country and operates separately from the EU Mission in Armenia (EUMA), established in 2023 for observation and confidence-building.
