Azerbaijan Links Peace Process to Armenian Constitutional Changes
Armenia-Azerbaijan normalization is moving faster than resolution
Azerbaijan's Foreign Minister Jeyhun Bayramov stated Wednesday that completion of the Armenia-Azerbaijan peace process depends on Armenia adopting a new constitution, a condition not included in the joint declaration signed in Washington in August 2025.
Armenian Prime Minister Nikol Pashinyan rejected the linkage six days earlier, saying the constitution is an internal matter unrelated to bilateral negotiations. The published peace agreement already requires both nations to recognize Soviet-era borders, renounce territorial claims, and refrain from interfering in each other's affairs.
Separately, military journalist Davit Galstyan published satellite imagery showing Azerbaijan expanding a military position approximately 3 kilometers into Armenian territory in Syunik province, constructed during 2021 advances. The location sits in one of Armenia's narrowest corridors, near the Nakhichevan border.
