Azerbaijan Defies ECHR Rulings as CoE Ministers Stop Short of Tougher Action
The European Court of Human Rights has issued nine rulings in favor of Armenia in cases against Azerbaijan, with eight judgments now final. However, Azerbaijan has not complied with any of the decisions, according to reporting by Hetq.
The noncompliance has drawn attention from the Council of Europe's Committee of Ministers, which oversees enforcement of ECHR judgments. While the committee acknowledged the issue, ministers stopped short of imposing stronger enforcement measures.
The cases involve allegations of violations under the European Convention on Human Rights. Enforcement of international court rulings has been a persistent challenge in the South Caucasus region, where Armenia and Azerbaijan have faced ongoing disputes over territory and human rights concerns.
