Moody’s revises Armenia’s outlook to positive, affirms Ba3 rating
Moody's Ratings revised Armenia's sovereign outlook to positive while maintaining its Ba3 long-term rating, citing reduced geopolitical risks and stronger economic prospects. The revision reflects lower probability of renewed conflict with Azerbaijan, diversified foreign relations, and contained domestic political risks following the August 2025 U.S.-mediated peace framework.
Moody's projects Armenia's real GDP will grow 5% to 5.5% in 2026 and 2027, driven by domestic demand, capital inflows, and services sector activity. The agency highlighted the $3.5 billion U.S.-Armenia AI supercomputing data center project as a significant investment opportunity.
Despite positive developments, Moody's withheld an upgrade, citing persistent challenges including high unemployment, shallow capital markets, and external financing reliance. The agency noted that uncertainties regarding Armenia's relationship with Russia pose ongoing risks to economic and fiscal outlook.
