ANCA Opposes Trump Administration's Azerbaijan Aid Waiver

The Armenian National Committee of America (ANCA) has condemned the Trump administration's plan to extend a waiver that permits U.S. aid to Azerbaijan, announced in early August 2026. Section 907 of the FREEDOM Support Act has restricted U.S. assistance to Azerbaijan since 1992 in response to its conflict with Armenia and Artsakh. The president has held annual waiver authority since 2002.

ANCA Executive Director Aram Hamparian criticized the decision, stating that aid to the oil-rich nation undermines accountability for its actions, including the 2023 ethnic cleansing of Artsakh's Armenian population and continued detention of Armenian hostages.

The organization backs the bipartisan ARMENIA Security Partnership Act (H.R.6840), sponsored by Representatives Gus Bilirakis and Frank Pallone, which would prohibit waiver reauthorization unless Azerbaijan withdraws forces from Armenian territory, releases hostages, and recognizes Armenian rights of return.
